Governor Josh Shapiro's legal action against Donald Trump over the federal funding freeze has sparked renewed speculation about his potential presidential run in 2028.
Pennsylvania Governor Josh Shapiro’s administration is taking swift legal action against Donald Trump for freezing critical federal funding. Shapiro emphasized, “The federal government has entered into a contract with the Commonwealth of Pennsylvania, promising to provide billions of dollars in Congressionally-approved funding.” He added, “With this funding freeze, the Trump administration is breaking that contract.”
Shapiro went on to explain that state employees “can’t access the payment systems and the computer systems” necessary for federal and state programs.
Let me be clear: I’ve worked with Governor Shapiro, both on his campaign and in his administration. This is a man who means business. As Attorney General, Shapiro won legal battles against Donald Trump more than forty times during his 2020 election interference cases.
He does not mess around.
In late January, the Trump administration issued a memo freezing federal grants and loans, citing the need to review whether spending adhered to Trump’s executive orders on issues like climate change. The move caused massive disruption.
Although the Trump administration reversed the memo within 48 hours, essential funding for programs such as early childhood education remained stalled.
Shapiro’s legal team argues that the administration cannot impose new conditions on federal aid after a state has already accepted it. They also assert that federal funding can only be withheld for specific reasons outlined by law or an agreement between the state and federal government.
Shapiro’s lawsuit contends that this freeze violates the U.S. Constitution's spending clause. This move is not just a legal fight—it’s a critical stand to protect essential resources for the state of Pennsylvania.
